This plan is from a proposal sent to Barings by Captain Richard Sprye, a retired officer of the Indian Army. He proposed to build a British and China Railway (from Rangoon through Pegu to Yunnan Province (China)). The railway would be used to promote trade with western and central China, Tibet and Tartary.

This proposal was declined by Barings.
